Mechanisms of Interinstitutional Coordination

The coordination mechanism for the implementation of the PMTS (Master Plan for Sustainable Tourism Development) has been carried out through the Multisectoral Sustainable Tourism Table and its two committees, created through the General Directorate Agreements No. 120-2017 and its amendment No. 07-2018.

It is worth noting that the Multisectoral Sustainable Tourism Table and its committees enable public-private participation of entities involved in the tourism sector. These spaces are coordinated by the INGUAT's Senior Office and its respective directorates.

In 2018, as a result of the coordination achieved by the Multisectoral Sustainable Tourism Table, the "National Agreement for Competitive and Sustainable Development 2018 - 2032" was signed during the World Tourism Day. The purpose of this agreement was to coordinate the actions of various stakeholders involved, either directly or indirectly, in the competitive and sustainable development of the country's tourism industry. It consists of nine strategic axes:

  1. Coordinate public policies for the development and management of sustainable tourism;
  2. Recognize and raise awareness about the importance of sustainable tourism;
  3. Promote regulatory changes in the legal framework related to the tourism sector;
  4. Promote the approval of a law for the development and promotion of tourism investment;
  5. Promote strengthening and reallocation of the budget;
  6. Build, maintain, and improve the necessary infrastructure for the competitive development of the country's tourism industry;
  7. Increase connectivity and facilitate transit to generate an increase in the number of air, sea, and land transport seats;
  8. Promote the consolidation and diversification of the tourism offer; and
  9. Encourage tourism service providers to implement sustainable practices in the development of new tourism models.

Additionally, with the goal of creating a comprehensive interinstitutional coordination system to address specific topics, various public-private coordination spaces have been created for entities involved in the tourism sector, such as:
